Thumb Electric Cooperative’s Legal & Compliance Engineer Kevin Mazure testified before the Michigan House Energy Committee this week in support of House Bill 4361, which would establish statewide standards for tree trimming near power lines. The goal of the bill, introduced by Rep. Phil Green (R-Watertown Twp.), is to reduce outages and improve reliability by requiring electric utilities to maintain a 15-foot vegetation clearance around lines.
Mazure explained that the 15-foot standard is already followed by many co-ops, including Thumb Electric, and is based on industry data and typical vegetation growth over five years.
“This bill sets a statewide standard, so there’s no confusion between the co-op and the member about what an appropriate amount of tree trimming looks like,” Mazure said.
He emphasized the limited impact to individual members but noted significant benefits system-wide—including faster crew response, reduced outages, and lower restoration costs.
Mazure also highlighted the importance of cooperative voices in Lansing. “We’re not just electric providers—we’re stewards of our communities,” he said.
